[openstack-dev] [octavia] Multiple availability zone and network region support

I have a patch up here for multi AZ: https://review.openstack.org/558962

But, it doesn't really handle other networks... It works for me because I
use my own L3 network driver: https://review.openstack.org/435612

It might be possible to use it with an AZ aware networking driver as well?
If you wanted to contribute something like that, please do! It's probably
not going to be possible with anything L2 though...
