So the important thing to keep in mind is that: "Code-Review", "Verified", and "Workflow" are all labels. And they all have different values (-2, -1, 0, +1, +2). So you could absolutely have a search for

    label:Code-Review=+2,<gerrit-name> AND label:Workflow=-1,<gerrit-name>

That could combine with other portions of the queries I wrote in my first email. :-)
