Open Stack

On Friday I extracted the Nova sphinx extension for doing api-site
reference to a new project on gerrit -
http://git.openstack.org/cgit/openstack/os-api-ref

A 0.1.0 is pushed to pypi, which is basically the state of the Nova
plugin from Friday. As soon as that lands in global-requirements
(https://review.openstack.org/#/c/316433/ should land in a couple hours)
you will be able to use this in projects instead of copying it into
projects.

The extension is probably going to evolve somewhat quickly at this
point. One of the ways that evolution is going to take is adding more
warnings when useful to help people realize they've mixed up something
in their data. Expect a .Y bump any time new warnings are added until we
get to a 1.0 (by the end of the cycle). Hopefully it won't be very
bumpy, but we're going to play a little fast and loose during this
introduction to keep folks going as fast as possible.
