[openstack-dev] [Neutron] [neutron-lib] adding a new flag to neutron-lib

Hi Anil,

Devstack will install neutron-lib from the configured pypi mirror by
default.

To pickup the change in neutron-lib (or in a library in general) before a
release is made you'll need to use a -src job for that library [0], where
the library is installed from source.
