So it sounds like we effectively have a 'post-bifrost' hook already
(run another playbook after bifrost). Having a 'pre-bifrost' hook at
the start of the bifrost playbook to setup things like OpenVSwitch
networking (so kolla/bifrost know your using it for host networking)
would cover most things I can think of....
