Open Stack

Hi,

Before managing releases with OpenStack release team, we had our own
scripts, I suggest we retire the repo to avoid confusion and do some
cleanup.
I'll propose a patch that retire
openstack/puppet-openstack-release-tools, feel free to give feedback
on this proposal.

Note: most of the tools were written by Mathieu Gagné, thanks again
for his work, it was super useful for us.
