Sorry to resurrect this almost a year later! I've recently run into this
issue, and it does make logging into Windows instances, via the console,
quite challenging.

imagine it would be fixed in Horizon. However, this would mean if, for
whatever reason, you aren't using Horizon and get the link directly via
nova (using get-spice-console) you wouldn't get the ctrl-alt-del button.
Is there a reason it wouldn't go into spice-html5, or that making this
change in Horizon would be a better change?
