As one of the Lieutenants [1] for the API and DB areas under the PTL, I would
like to propose Ann Kamyshnikova as a member of the Neutron API and DB core
reviewer team.

Ann has been a long time contributor in Neutron showing expertise particularly
in database matters. She has also worked with and contributed code to the
oslo.db and sqlalchemy/alembic projects. Ann was a critical contributor to the
Neutron "database healing" effort that was completed in the Juno cycle.

Her deep knowledge of databases and backends, and her expertise with oslo.db,
sqlalchemy and alembic will be very important in this area. Ann is a trusted
member of our community and her review stats [2][3][4] place her comfortably
with other Neutron core reviewers. She consistently catches database issues
early when patches are submitted for review, and shows dedication to helping
developers understand and perfect their database-related changes.

Existing Neutron core reviewers from the API and DB area of focus, please vote
+1/-1 for the addition of Ann to the core reviewer team. Specifically, I'm
looking for votes from Akihiro (co-Lieutenant), Mark, Maru, Armando and Carl.
