Hi Kevin,

I suspect there is some confusion here between stable point releases
and major releases.  The major releases are still continuing as
expected with rich release notes.  This is talking about stable patch
releases such as:

https://wiki.openstack.org/wiki/ReleaseNotes/2014.2.3

As you can see there is only notices in "Known Issues and Limitations"
section of low impact.  I do not believe we've ever required ordering
in the updates of these, as they are supposed to be pretty
conservative changes that shouldn't enforce limitations like that.
