True for live resizing.

For "dead" resizing, libguestfs + virt-resize can do it.  Although I
wouldn't necessarily recommend it.  In almost all cases where someone
wants to shrink a disk, IMHO it is better to sparsify it instead
(ie. virt-sparsify).
