I think what is needed is this:

1) We incubate Neutron LBaaS V2 in the incubator.
2) It graduates into a project under the networking program.
3) We deprecate Neutron LBaaS v1.

To deprecate, we need the new API stable and ready, and then once V1
is deprecated it takes 2 cycles for us to remove it.
