[openstack-dev] [Heat] Meeting time redux

Hello Zane,

either alt abandon or alt 12:00UTC are fine with me.
Loosing _all_ US folks is clearly not an option.
Besides, I think it would be good to have PTL attending both normal and alt
meetings, if there are such.
