Fedora 19 shipped in the Fedora cloud images does *NOT* include
heat-cfntools. The heat-cfntools package was added only in Fedora 20
qcow2 images. Fedora 19 must be custom made which those
prebuilt-jeos-images are. They worked for me last time I fired up an image.
