Open Stack

Over in TripleO we'd like to move forward with using neutron for
provisioning, which requires H Neutron, H Nova, and trunk
neutronclient - since updating nova's requirements.txt to point at the
git repository for neutronclient is a Bad Thing, we'd love it if
python-neutronclient could cut a release - e.g. 2.3.1 or 2.4.0.
