Open Stack

I've submitted two patches upstream to add support for VXLAN[1] into the
Open vSwitch plugin. One of these is for devstack, and one is for the
project formerly known as Quantum. The devstack one in particular
needs some core devs for review. If someone could take a look, it's
actually a really trivial patch.

[1] The VXLAN referenced here is the VXLAN supported in the
native upstream version of OVS since version 1.10, not the version
in the upstream Linux kernel.
