Folks,

Following up team meeting:
leaving db plugin in quantum/db/loadbalancer/

But I would still suggest to move loadbalancer db unit test file from
tests/unit/db/loadbalancer to a loadbalancer service-related directory.
Reason: it's more convenient to run unit tests for the whole service
specifying a path to service test directory (something like 'run_tests.py
services.loadbalancer') instead of passing several different paths as
arguments.

What do you think?

Also, It seems that there is agreement to move services directory one level
up.
Could you confirm that?

This also would require (or at least it seems to be reasonable) to move
plugins/common/constants.py one level up and merge with common/constants.py
or name it something like common/plugin_constants.py.
