Open Stack

Today in the QA meeting we decided that next thursday, March 21st was 
the right time to cut stable/grizzly for tempest which will be what ends 
up being the test battery for the stable/grizzly release of openstack.

We'll be coordinating with the CI team on the right way to manage the 
switch over of the rc trees to stable testing to ensure no breaks happen 
in the process.
