I think we should also consider a blueprint to add profiling utility to 
oslo.
profiling information can be part of such reporting system.

simplest version could look like:
* wrapper for WSGI application that enables profiling of API requests
* global profiler that collects information about overall service 
performance and dumps profiling data to the report

If anybody has any ideas thoughts about it please share.
