The change you mention actually fixes that so that intra-release
tarballs now look like this:

Version: 2013.1.a21.g21cf2cf

You can also set whatever you want as the version by setting
OSLO_PACKAGE_VERSION envvar before generating the tarball with "python
setup.py sdist"

I'll be the first to admit that this change was extremely badly
communicated (and badly documented as well), but I think what Monty
came up with now is satisfactory to the packagers use case ?
