Given the above (with no consumers in havana), security backports to havana
would be a completely unnecessary overhead that I'm more than happy to
avoid. I've retargeted the bp at "next" until we have an icehouse-m1
milestone to use.

I'd like to keep the implementation in active review though, and aim to
merge it as soon as we're open for icehouse development.
