IIRC none of the CLIs currently use oslo.config, I'd prefer to keep it that
way.  It looks like the only thing in any of the lib repos that uses it is
keystone's auth_token.  I wish there was a way to exclude that for
end-users installing just the CLIs from pypi.  Packaged installs should/do
properly separate that.
