Thanks! When I originally saw Sam's document I was thinking along the 
same lines.

I think that with the existing technologies the load balancers may offer 
support to do the L3 floating IP. So in short there could be an agent 
that supports L3 floating IP's and load balancing. In essence they are 
complementary.
