Hi folks,

I'd like to propose Akihiro Motoki (amotoki on irc) to join the
quantum core team.

He's done very solid work on the NEC plugin and on Quantum support in
Horizon, as well as fixing bugs, reviewing code, writing docs, etc.

If you are an existing quantum core dev, please respond with +1 (in
favor), -1 (not in favor) or 0 (abstain).
