Open Stack

I'm going to institute a Horizon project meeting (as the other projects have) so development can stay in sync and advance more rapidly.

As such, I'm proposing that it be held weekly at 21:00 UTC on Fridays for roughly 30 minutes. (Scheduling is a PITA)

Anyone with strong objections to that time feel free to speak up.
