get_injected_network_template appears to take legacy-format network
model information.  This is fine for its call from libvirt because
that provides legacy information.  I'm not sure it's fine for the call
from metadata/base.py, though - could someone confirm that use is
correct?

Aside from that, xenapi has its own (non-legacy) network template
constructor; we only need one...
