A good question, Tom. When I read the release notes, I just feel, many people may want to know what's new in Havana release. These people are not only operators, but also people who are interested in OpenStack. They may not work closely with the community. They just feel curious. "What's new in the new release?" A translated release notes can help them to understand. The presentation you give is good too, very highlighted. This kind of translation works are not mandatory. People who want to do, just do. I think what we (openstack community) should do is to provide a platform to translators to translate, and a website for them to publish. Just thinking widely, not serious. Translate all the things!!
The release notes are only ~7,200 words.
... since it's also release-related, how about the install-guide ... it's only 21,465 words (1200 strings)
