[oslo][release][requirement] FFE request for Oslo lib
Hello Team, This is regarding FFE for Focal migration work. As planned, we have to move the Victoria testing to Focal and base job switch is planned to be switched by today[1]. There are few oslo lib need work (especially tox job-based testing not user-facing changes) to pass on Focal - https://review.opendev.org/#/q/topic:migrate-to-focal-oslo+(status:open+OR+s...) If we move the base tox jobs to Focal then these lib victoria gates (especially lower-constraint job) will be failing. We can either do these as FFE or backport (as this is lib own CI fixes only) later once the victoria branch is open. Opinion? As I noted in the meeting, if we have to do this to keep the gates working then I'd rather do it as an FFE than have to backport all of the relevant patches. IMHO we should only decline this FFE if we are going to also change our statement of support for Python/Ubuntu in Victoria.

https://review.opendev.org/#/c/750089 seems like the only functional change. It has my ACK with my requirements hat on. -- Matthew Thode

The final Oslo releases with the focal changes are merged. We should be able to branch now and if anything else comes up we'll just have to backport. Thanks to everyone for working with us to get this sorted out, and sorry I dropped the ball on this goal.
