[watcher] Core team updates - removals, reminders, and new addition

Thank you for proposing these updates Sean. +1 on Immediate core removals: The mentioned cores were very valuable contributors in the past, but they don't have any new activity in the last few years. I agree that it will be good to do some cleanup now, and encourage new contributors to continue reviewing patches and join the core team in future cycles. +1 on new watcher-core addition: Joan's review activity in Watcher's repos[1] is consistent and has been very helpful, with many valuable comments, questions and code's change recommendations. He will be, for sure, a great addition to the core team and help us to land more patches that our current bandwidth allows us. Also, just want to highlight his recent work in the zone migration strategy and everything else related to storage model updates (collector and notifications). He found many issues in current implementation, reported many bugs found, proposed a lot of fixes and improvements to the code as well to the user and configuration documentation[2][3]. These proposals will be one of the first topics that we will be covering in the next Watcher Team Meeting, on Thursday Sep 11th at 12:00 PM UTC in #openstack-watcher channel[4].
