[TripleO] Gate blocker on master - tripleo-ci-centos-9-undercloud-upgrade

Hello All, Currently we have a gate blocker in test: tripleo-ci-centos-9-undercloud-upgrade. The details have been added to https://bugs.launchpad.net/tripleo/+bug/1973043.
