[neutron] Deprecated support for Windows OS

Hello Neutrinos: During this release, Neutron is dropping the support for Windows OS [1] and will be removed in 2024.2. This decision [2] was taken after the announcement of the current Winstacker mantainers to step down from this project. Regards.
