Open Stack

Here is the patch that added support for it in Nova:
https://review.openstack.org/#/c/299591/

It's a property set on the port that prevents Nova from freaking out when
there is no IP on the port. However, I'm not sure if an IPAM driver alone
will have the ability to mark the allocation as deferred in Neutron since
it was originally introduced to handle a separate use case (subnets
associated with specific segments).
