[Openstack-track-chairs] Part Two: OpenStack Summit Barcelona Session Selection Process

Hi All -

A quick edit to the dates. They should read SUNDAY, August 21 at 11:59pm 
PDT (August 22nd at 6:59 UTC). Not Monday. After  midnight Pacific on 
Sunday, all Track Chair decisions should be made. Apologies for the error.
