[Openstack-operators] Quota exceeded for resource router

Ubuntu 14.04
Liberty
Neutron network

I’m trying add a router to a new project that has no configured router but I seem some how to manage to hit a "Quota exceeded for resource router” in horizon. I even tried to set the quota to 500.
