[OpenStack-Infra] [openstack-infra][CI][tempest] Tempest tests time duration.

Also the disk's write and read speed can affect the test speed a lot, 
even the result, because tempest is io intensive tests, 
creating/deleting vms and images.
Check the dstat log to see if there is large iowait number.
