[Openstack-docs] Launchpad bug questions

I've just set most bugs that were "Fix committed" to "Fix released"
since we released those to docs.openstack.org. I think we should move
bugs directly to this state. Since I saw a few people putting bugs to
"Fix committed" instead of "Fix released" I wanted to double check that
I did it the right way.

I also noticed some confusion on what goes to openstack-manuals and
what to openstack-api-site.

My understanding is:
Launchpad bugs openstack-api-site is for bugs in these repositories:
 api-site, compute-api, database-api, identity-api, image-api,
netconn-api, object-api, volume-api

Launchpad bugs openstack-manuals is for bugs in these repositories:
 clouddocs-maven-plugin, openstack-doc-tools, openstack-manuals,
operations-guide

Is that common understanding or where am I wrong?

I'll update the wiki with this information once this is clarified,
