Also note that, since we got some requests to put the release name
'Train' in quotes for clarity, CIVS has helpfully escaped it from
the title string used in the E-mail subject line and introductory
sentence. As a result the messages will appear thusly:

    Subject: Poll: 'Train' TC Election

Please pardon the aesthetic shortcomings of the system. ;)
