[openstack-dev] [tripleo] Broken CI, overcloud.yaml not found

So I found the reason, python-tripleoclient looks like downgraded in
RDO since yesterday. See the bug report for more context.

I investigated all recent changes in packaging and projects, I can't
find yet the root cause of this downgrade, any hint is welcome!
