[openstack-dev] [kolla] migrate from heka to fluentd

Heka is deprecated, and its alternative has been talked many times.
Finally, Kolla team reach an agreement on this. kolla-ansible
implementation will migrate from Heka to Fluentd.
( kolla-kubernetes is using Fluentd )

Fluentd will be a good choice, which is maturity enough and part of
CNCF[1].

it will not be easy to do this migrate. And this cycle is not long enough,
too. Anyone who take this, please provide a stake of patch sets and make
sure
the last one work for all services. Then it will be considered to merge.
otherwise, this bp will be moved to Pike cycle.
