[openstack-dev] [infra] hacking checks for infra projects

Hi folks,

I think that we can enable hacking checks for python infra projects to help
themselves write better code. Probably we should enable only specific
subset of hacking checks instead of all of them.

TL;DR

I'd like to discuss the need of hacking usage for python infra projects.
Currently I'm keeping in mind several of them as examples - Zuul and
Nodepool. The question was catched up by James E. Blair when I've created
some patches for Zuul [1], so, thank you, James, for catching this.

There are some pros and cons of enabling hacking for them. As a big pros I
see following the common OpenStack processes and additional checks that
will help us to write a better code. On the other side, these projects are
not so big for having such strong checks.

My personal opinion is that it'll be better to enable hacking checks
(probably not all of them) for such projects and I'm volunteering to work
on it and to help coordinate efforts if needed.

BTW I've already done some part of this work for Zuul in [1], it's head of
the CR chain.

So, please, share your thoughts.
