Hi,
There are a number of things that you should be aware of:

 1.  You need the BP to be approved. I think that the first step here is to provide a milestone target. Then cross you fingers that a core or two will jump on and support it.
 2.  One of the prerequisites of all drivers is that they provide CI testing. You will certainly need to provide this. An example of this is the "VMware Mine Sweeper" (https://review.openstack.org/#/dashboard/9008). Without this it will be a non starter.
