Hi,

Refer Horizon bug[1]: - Cannot create a volume snapshot from Dashboard. 
This is a critical bug that is yet to be fixed in Horizon, but the patch[2] that is submitted is still under some discussion.
Patch: 

The real fix that fill address this issue only requires Horizon to use limits API template instead of quota API template.
However, the create snapshot page does not display the usage information accurately (as per comment https://bugs.launchpad.net/horizon/+bug/1194506/comments/1)
This issue could be addressed in multiple ways, but it IMO the right approach to fix it would be to implement the Cinder limits API blueprint[3]
and then fix the Horizon display issue in Horizon's patch[2]. 

I think these issues should get fixed before Havana milestone-3.
Opinions would be greatly appreciated.
