I see evidence that Gerrit threw a couple of 400 responses today,
but those were at 01:19 and 02:50 UTC respectively (normal if it
gets a malformed request from a crawler or something). I see no 400
error around 08:00-09:00 UTC when you sent your E-mail message, so
my guess would be a misbehaving transparent proxy somewhere in the
path between your client and the Gerrit server.
