This workflow could still work within the openstack-user-stories repo (if the templates match)... your WG could submit the story, review it, iterate on it, and then add additional reviewers from the community once you feel it is in a good state.  It's what we also do for PWG user stories.  We generally review within our team then invite other reviewers once the concepts have been vetted by the WG.  We'd like to hear more about the differences in templates to see if there is a way to facilitate a common one.
