When I suggested IRC cloud earlier, I was not aware of the limitations
with regards to persistence on the free tier.  I do not think it's the
right place to point people, as you do end up having to pay $5/month
for an experience that is any better than just running a local client.

I completely agree that setting up a bouncer is out of scope for most
non-tech users.  I had experimented with automating something close
(weechat client in a container, and connecting to that with a web
browser over SSL using Glowing Bear).  Even that though has enough
steps the user has to take to make it a non-starter.

I had looked at Shout-IRC a while back but found the progress on
resolving issues was too slow.  I did not realize it had already been
forked (The Lounge), and that looks like a much healthier project.

At the summit I volunteered to work with the OpenStack Infra team to
explore how we could provide a hosted IRC gateway like this for users
that are interested in it.  Given this thread, I think it's worth
experimenting with offering instance of The Lounge for anyone
interested.  This would definitely be an experiment though, as the
long term stability is not clear and we have the administrative side
of things to work out as well.

Unless I hear any strong objections or reasons to not even start, I'll
get to work on this soon and will provide further updates on this
mailing list.
