[User-committee] User committee appointements

I think that we can split up the work areas between bylaws, user requirement/analysis, user profiling etc.
There is an overall need to keep the NDA data limited. However, the streams should not need access to the survey data in detail.
Equally, it is important to ensure that the user representation fairly reflects the community profile which is often a challenge as
those most representative have a 'day job'. Segmenting the work into different streams could help.
