Deprecation Notes

* Deprecate the Docker Swarm COE ('swarm' and 'swarm-mode'). Docker
  Swarm relies on Fedora Atomic OS which has been EOL. Users are
  encourged to use the 'kubernetes' COE as it is better supported.
