New Features
* New per switch *ngs_manage_vlans* option. It defaults to True, but
can be set to False so that no VLANs are added or removed on that
switch. This is useful when not all ports on the switch are managed
by Neutron.
* NGS now attempts to configure the respective switchports of all
links of a port group. As a result, bonding modes not requiring
special switch configurations (e.g. active-passive, ALB, TLB) should
be supported. MLAG may be supported using pre-defined port-channel
interfaces. See NGS Bug 1759000 for details.
