New Features

* Adding new API extension for QoS service plugin to allow CURD
  actions for packet rate limit (packet per second) rule.

* The "ecmp_routes" extension API definition has been added as
  "neutron_lib.api.definitions.ecmp".

* Improved "port" API with a MAC address conversion method that
  sanitizes the value. The output format will be EUI-48, represented
  with colons and in lower case, for example, 01:23:45:67:89:ab.

* The API definitions of "neutron-dynamic-routing", "bgp",
  "bgp_4byte_asn" and "bgp_dragent_scheduler", are now available in
  "neutron_lib.api.definitions".
