Open Stack

As discussed in London Product WG mid-cycle, we are considering the meeting
time for participants from other timezone/region.

In summary, there are two proposals:
1. Move the meeting time an hour later (i.e. to meet at 1400 Pacific)
2. Keep the meeting time at 1300 Pacific. Set up a new biweekly meeting for
other timezone/region
