[Product] [product-wg] roadmap workflow

As long as we only communicate what we are working on, I am good with
presenting something at the Operators midcycle.

Like the DefCore work, we need to follow a protocol of working through the
TC as the technical responsible group. I would like to gradually over the
next many months, make the Product team technical responsible as well, but
we need to earn that job. The PTLs would remain the accountable ones.

We have a lot of work to do first.
